Spill Prevention Control and Countermeasure

Spill Prevention, Control, and Countermeasure (SPCC) Regulation was originally published in 1973 and went through major revisions since then. It is currently undergoing rulemaking to include hazardous substances.

The Environmental Justice Health Alliance for Chemical Policy Reform (EJHA), People Concerned About Chemical Safety (PCACS), and the Natural Resources Defense Council (NRDC), sued EPA in July 2015 alleging that EPA had failed to prevent hazardous substance spills from industrial facilities. EPA has agreed to initiate rulemaking to address industrial waste spills as part of a settlement with a coalition of environmental groups. Following is the link to the consent decree:
